The Supreme Leader of the Islamic Emirate of Afghanistan, His Highness the Amir-ul-Mu’minin (may Allah Almighty protect him), participated and delivered speeches at the three-day reformative seminar held in Kandahar for the governors and district governors of all 34 provinces.
Following the recitation of the Holy Quran, His Highness the Amir-ul-Mu’minin (may Allah Almighty protect him) addressed the participants of the seminar, offering essential guidance and significant advice:
“You are the trusted representatives of the Islamic Emirate. The entire country falls under your responsibility. Encourage the people, do not cause them resentment, fear Allah Almighty, and adopt piety.”
He added: “Every leader serves as an imam to his subordinates. People emulate the habits of their leaders. Whatever leaders do and practice, their subordinates follow. The actions of leaders are influential; all people are guided by them. In every province and district, the influence of its respective governor or district governor is reflected in the conduct and behavior of the people.”
His Highness the Amir-ul-Mu’minin (may Allah Almighty protect him) stated:
“Correct your intentions in every matter. If your intention is sincere and for a good cause, Allah the Almighty will bring about good outcomes from your deeds. Many jihads have taken place in Afghanistan, but when intentions were not righteous, the objectives of jihad were not achieved, and Afghanistan suffered as a result.”
He continued: “Today, there is an opportunity to serve. Serve the religion of Allah Almighty. The implementation of Islam and Sharia is the true jihad. The people have united around you for the sake of religion and Sharia; therefore, guide them in religious and moral understanding, strive for their reform, and prevent immorality and corruption.”
His Highness the Amir-ul-Mu’minin (may Allah Almighty protect him) said while addressing the respected scholars:
“The most honorable and virtuous individuals in the sight of Allah Almighty are the esteemed scholars. The honorable figures in your gatherings should be the scholars. Respect the Amir of the time and the respected scholars. The scholars are the protectors of the Sharia-based system, and by respecting them, the system is strengthened.”
He emphasized: “The scholars must cooperate with you in reviving religion. They should nurture the people intellectually and spiritually, and explain to them the harmful consequences of the enemies’ objectives. The officials and Mujahideen should consult with the scholars, listen to them, seek their fatwas, and act upon them.”
His Highness the Amir-ul-Mu’minin addressed the governors and district governors, saying:
“You, the governors and district governors, are the strength and representatives of the Islamic Emirate. All people are under your command. If you represent the Islamic Emirate and your Amir with integrity, the people will cooperate with the Sharia-based system and will fully support you in the implementation of Sharia.”
He added: “Convey the decrees and orders of the Islamic Emirate to the scholars, Mujahideen, and the people, so that they may avoid wrongdoing and ensure that the orders are implemented. Likewise, guard yourselves against negligence, promote mutual affection, obey your superior leaders, and maintain trust among one another, so that the enemy cannot find an opportunity to create division among you.”
The Leader of the Islamic Emirate also stated:
“Do not assign responsibilities to subordinates that they are incapable of fulfilling. Entrust tasks to those who are qualified. Be resolute in your determination but considerate toward your companions. Do not treat them harshly. Do not accept gifts or presents, for accepting gifts while in authority is regarded as bribery. Do not become accustomed to comfort.”
His Highness the Amir-ul-Mu’minin (may Allah Almighty protect him) added:
“May Allah Almighty accept all our good deeds and services. May Allah Almighty bestow His grace and favor upon us and grant success in our mission. Your responsibilities are weighty; we remain hopeful in the grace and mercy of Allah Almighty.”
He said:
“Seek refuge from the devils among humans and jinn. Recite Qul A‘udhu bi-Rabbil-Falaq and Qul A‘udhu bi-Rabbin-Naas frequently. Say Astaghfirullah abundantly. Engage much in the remembrance of Allah. Turn to Allah Almighty. Turn to the scholars. Read books, for the remembrance of Allah and reading protect you from negligence. Keep the Mujahideen away from futile matters. Provide them opportunities for education and beneficial engagement. Protect yourselves and your companions from backbiting.”
His Highness the Amir-ul-Mu’minin (may Allah Almighty protect him) concluded:
“When I assign a duty to someone, it is a trust; and when I withdraw it, that is also my right. Do not worry, for everything occurs by the will of Allah Almighty. Therefore, submit to the will of Allah Almighty and pray to Him for goodness and well-being.”
