The Second Special Session of the Economic Commission Held Under the Chairmanship of His Highness Amir al-Mu'minin Sheikh Sahib, May Allah Protect

The second special session of the Economic Commission was convened under the chairmanship of His Highness Amir al-Mu'minin Sheikh Sahib, may Allah safeguard him, on 28th, 29th, and 30th Shawwal al-Mukarram, 1446 AH.

During this session, follow-up reports were given on the resolutions adopted during the first meeting of the Economic Commission, which was also chaired by His Highness Amir al-Mu'minin Sheikh Sahib on the 3rd of Jumada al-Awwal, 1446 AH.

At the first meeting, a committee presided over by the General Directorate of Administrative Affairs was mandated with formulating procedures to facilitate the sale and allotment of emirate lands and the award of construction leases under the umbrella of predetermined urban master plans. During the second meeting, the committee presented the procedures it had drafted for evaluation. Upon completion of proposed amendments, finalized procedures will be submitted to the office of His Highness Amir al-Mu'minin Sheikh Sahib for approval. According to these procedures, citizens can complete the process of land registration on private properties in fifteen days and can initiate mapping and construction work within one month.

Moreover, in the first meeting, the Ministry of Agriculture, Irrigation, and Livestock was assigned the distribution of land in every province to the Ministry of Industry and Commerce for the establishment of industrial parks. In the second meeting, there were reports from the two ministries on the execution of this command, announcing that in the majority of provinces, approximately 80,000 jeribs of land have been transferred, and in some provinces, the process is in its last stage. This scheme is meant to address the shortage of land for industrial use in the provinces.

In addition, in the initial meeting, a committee headed by the Ministry of Public Health was assigned to prepare a policy for preventing illicit trafficking of human, veterinary, and agricultural pharmaceuticals, healthcare products, and food. The committee drafted the policy and presented it for consideration. Following incorporation of the amendments required, the document will be presented to the office of His Highness Amir al-Mu'minin Sheikh Sahib for final ratification.

A resolution was adopted at the second extraordinary session of the Economic Commission, which was presided over by His Highness Amir al-Mu'minin Sheikh Sahib on the basis of a regulated mechanism to allow Afghan livestock exports to world markets for six months of the year. At the expiration of this period, procedures in effect before that time shall be reinstated. Also, the General Directorate of Administrative Affairs was instructed to coordinate with the relevant ministries to develop a comprehensive procedural plan for accelerating administrative procedures for businessmen and investors operating in the emirate institutions, and for tackling systemic problems in all fields. This draft shall be submitted to the Economic Commission for approval and then to the office of His Highness Amir al-Mu'minin Sheikh Sahib, Allah protect him, for ratification.

It is noteworthy that during the second special session of the Economic Commission, the concerned ministries and institutions submitted their reports on the implementation of the directives made during the first session chaired by His Highness Amir al-Mu'minin Sheikh Sahib, may Allah protect him.
