His Highness, the Amir al-Mu’minin, may Allah Almighty protect him, convened a meeting with the officials of the Ulama Council of Herat Province and the Ulama Council of Shindand District. Also in attendance were the Head of the Judiciary of the Southwestern Zone, the Director General of the Dar al-Ifta, the Head of the Religious Publications Review Administration, and several departmental directors from Kandahar Province.
The session commenced with the recitation of selected verses from the Holy Qur’an, following which His Highness, the Amir al-Mu’minin, may Allah protect him, addressed the participants.
In his address, he commended the efforts of all officials and affirmed that, subsequent to the Prophets (peace be upon them), the responsibility for the moral and social reformation of humanity is borne by the esteemed scholars (ulama), as they are the inheritors and representatives of the Prophets (peace be upon them). The scholars are entrusted with the safeguarding of the religion. Allah Almighty has designated the scholars as responsible over rulers and kings, while the general public is obligated to follow their guidance. However, the accountability of the scholars lies with Allah. The duty and stature of the scholarly class are of great gravity, and their reckoning is severe. In the tribulations of the end times, the revival of Islam and the establishment of Shariah is of paramount importance. The scholars, therefore, are obliged to realize and implement Islam and Shariah through governmental and political instruments.
Continuing his remarks, His Highness, the Amir al-Mu’minin stated: “This is not the era of the Rightly Guided Caliphs; they were mujtahideen (qualified jurists). We are very weak in this final era and are in great need of each other’s support. It is essential that scholars support and cooperate with one another.”
In conclusion, His Highness, the Amir al-Mu’minin, may Allah protect him, declared: “Over the past twenty years, immense financial and military resources were mobilized to eradicate Islam. The essence of Shariah, Islamic consciousness, piety, religiosity, and moral integrity among the people were all fundamentally altered. Religious schools and scholars were subjected to raids, and efforts were made to annihilate them, while pathways for immorality were actively opened. As the homes, properties, and cities of the Afghan people were destroyed over the past two decades, so too were their spiritual values deeply harmed and devastated. Even now, efforts persist to weaken this Shariah-based system, to sow division and discord among the scholars, and to disseminate propaganda. Ongoing attempts are being made to undermine public trust in scholars and to defame the religious class.”
“It has now been four years since the Islamic Emirate assumed governance in Afghanistan, and during this period, there has been no internal conflict, factionalism, warfare, or major obstacles. Therefore, the scholars must seize this opportunity and exert themselves fully toward the establishment of Shariah. Through the implementation of the laws, directives, and decrees of the Islamic Emirate, the doors to tribulation are closed, and the process of enforcing Shariah law is facilitated. Neglecting the implementation of such orders and decrees leads to disunity and strife. Likewise, every effort must be made to resolve the grievances of the people and eliminate disputes and enmity among them.”
At the conclusion of the gathering, the scholars renewed their allegiance to His Highness, the Amir al-Mu’minin, may Allah protect him, and pledged their unwavering and continued support for the Shariah law-based system.
The meeting concluded with a supplication offered by His Highness, the Amir al-Mu’minin, may Allah protect him, for the welfare of the people and for the continued stability of Shariah-based system.
