Earlier today in Kandahar, His Highness, the Amir al-Mu'minin (may ALLAH Almighty protect him) attended and addressed a one-day reform seminar for municipal officials, which was also attended by the Mayor of Kabul.
The seminar started with the recitation of the Holy Qur'an, followed by necessary guidance and an address by His Highness, the Amir al-Mu'minin (may ALLAH Almighty protect him) to the participants.
His Highness, the Amir al-Mu'minin (may ALLAH Almighty protect him) commended the services of all mayors and offered valuable suggestions to the participants. He emphasized that responsibility is not a privilege but a trust, a weight on the shoulders, and an obligation to uphold the rights of the people. He stated that the people's responsibility now rests on your shoulders, and it's your responsibility to guard their rights and serve them in accordance with Islamic teachings.
In his address to the mayors, he informed them that municipal funds are owned by and is the right of the people, and the public only places it in your hands for the sake of providing public services. Therefore, such funds must be expended in ways that provide satisfaction and usefulness to the general public.
At the conclusion of his speech, His Highness, the Amir al-Mu'minin (may ALLAH Almighty protect him) stated that Afghans have endured a lot due to numerous wars and now merit being dealt with mercifully and compassionately. He appealed for kindness to be shown to the people and for them to be assisted, and for no oppression or compulsion to be imposed on them. He advised against overloading the people and emphasized the need for exerting efforts in the cleanliness and upkeep of cities, protecting public interests and the nation's treasury, avoiding negligence, adhering to Sharia law, and regarding the public as more content with effective service and performance.
